Building Sustainable Workforce Protection Systems
The American Board of First Responder Behavioral Healthcare (FRBH) supports implementation of the National Standard for Occupational Psychological Hazard Protection (OPHP) through Implementation Guidance, General Technical Assistance, and Organizational Learning designed to strengthen workforce protection across trauma-exposed public safety professions.
As steward of the National Standard, FRBH advances nationally consistent workforce protection principles while supporting organizations in developing governance-embedded workforce protection systems appropriate to their operational environment.
Purpose
Implementation Guidance, General Technical Assistance, and Organizational Learning promote consistent understanding and application of the FRBH National Standard while preserving organizational flexibility and accreditation independence.
These activities help public safety organizations strengthen workforce protection capability, organizational accountability, implementation readiness, sustainable workforce protection systems, and coordinated organizational approaches to predictable Occupational Psychological Hazard Exposure (OPHE).
Implementation Guidance
FRBH develops implementation resources designed to help organizations understand and operationalize the National Standard, including:

General Technical Assistance

General Technical Assistance is educational in nature and is intended to strengthen organizational workforce protection across public safety professions through shared learning and nationally consistent implementation principles.
Organizational Learning
FRBH facilitates Organizational Learning by bringing together public safety leaders, workforce protection professionals, researchers, and subject matter experts to exchange implementation experiences, emerging considerations, and promising organizational approaches.
Implementation experience, Organizational Learning, and General Technical Assistance may inform future refinement of the FRBH National Standard through established governance procedures while preserving the structural independence of standards governance and accreditation activities.
Structural Independence
Implementation Guidance, General Technical Assistance, and Organizational Learning are structurally separate from independent accreditation evaluation and accreditation decision-making functions.
Participation in these activities:
• Does not confer accreditation status
• Does not guarantee accreditation
• Does not influence accreditation determinations
• Does not constitute organization-specific accreditation consulting
Organizations pursuing accreditation are independently evaluated against the FRBH National Standard through documented governance procedures, impartiality safeguards, and independent review.
Scope
FRBH provides general educational, implementation, and organizational learning resources intended to advance consistent understanding and application of the National Standard for Occupational Psychological Hazard Protection (OPHP).
FRBH does not provide organization-specific accreditation consulting, prescribe treatment models, establish clinical standards of care, regulate behavioral health providers, or evaluate individual workforce mental health conditions.
