FRBH Access Fund

The FRBH Access Fund is a restricted charitable initiative established to advance national implementation of the FRBH National Standard for Occupational Psychological Hazard Protection (OPHP) by supporting future equitable access to voluntary independent accreditation for eligible public safety organizations.

As steward of the FRBH National Standard, FRBH recognizes that nationally consistent workforce protection should not be limited by organizational size, geography, governance structure, or financial resources. The Access Fund reflects FRBH's long-term commitment to promoting equitable access to voluntary independent accreditation as the accreditation program matures.

‍Purpose

The FRBH Access Fund supports the future expansion of equitable access to voluntary independent accreditation for eligible organizations implementing the FRBH National Standard.

The Fund is intended to:

• Expand equitable access to voluntary independent accreditation
• Assist eligible public safety organizations with demonstrated financial or organizational resource limitations
• Reduce financial barriers that may limit participation in the accreditation program
• Advance national implementation of the FRBH National Standard
• Strengthen nationally consistent Occupational Psychological Hazard Protection (OPHP)

Official implementation guidance, educational resources, organizational learning, and general technical assistance are provided separately through the FRBH National Technical Assistance Center (NTAC).

‍Eligibility

Access Fund consideration may be available to eligible public safety organizations that demonstrate financial need, limited organizational capacity, or operational resource constraints affecting their ability to pursue voluntary independent accreditation.

Eligibility, application procedures, and award determinations are governed by documented FRBH Access Fund policies, financial oversight requirements, and governance procedures.‍

‍Prioritization

FRBH recognizes that Occupational Psychological Hazard Exposure (OPHE) exists across diverse public safety professions and operational environments.
‍
Subject to available funding, priority consideration may be given to eligible organizations operating in environments characterized by elevated exposure frequency, severity, or cumulative exposure burden where financial or organizational resource limitations could affect access to voluntary independent accreditation.

Prioritization is conducted in accordance with documented FRBH policy.

‍Award Considerations

‍Access Fund determinations may consider:

• Organizational size and capacity
• Demonstrated financial or operational need
• Demonstrated implementation of the National Standard
• Organizational readiness
• Long-term sustainability of workforce protection systems

Awards are discretionary, subject to available funding, and approved in accordance with documented governance and financial oversight policies.

Receipt of Access Fund support does not guarantee accreditation eligibility, accreditation status, or future funding.

‍Eligible Activities

As the accreditation program matures, Access Fund assistance may be applied toward eligible accreditation-related expenses in accordance with documented FRBH policy.

Access Fund assistance may not be transferred, reassigned, or applied outside approved purposes.
‍
The Access Fund does not support clinical services, behavioral healthcare delivery, treatment activities, or individual clinical care.

‍Governance & Institutional Independence

The Access Fund operates under documented governance oversight and financial accountability requirements.
‍
To preserve the structural independence and impartiality of accreditation, Access Fund administration is institutionally separate from:

• The FRBH National Technical Assistance Center (NTAC)
• Accreditation evaluation activities
• The Accreditation Review Council (ARC)
• Accreditation determinations
• Accreditation appeals

Individuals participating in Access Fund administration do not participate in accreditation evaluations or accreditation determinations where conflicts of interest could impair independence or impartiality.
‍
Receipt of Access Fund assistance has no influence on accreditation eligibility, accreditation evaluation, accreditation determinations, or accreditation status.
‍
Access Fund eligibility, award administration, accreditation evaluation, and accreditation determinations are administered through separate institutional processes governed by documented conflict-of-interest, impartiality, and structural independence requirements.

‍Funding

‍The Access Fund is supported through philanthropic contributions, grants, and charitable donations that are restricted exclusively to Access Fund purposes in accordance with FRBH governance and financial oversight policies.

Contributions to the FRBH Access Fund help advance nationally consistent implementation of the FRBH National Standard by supporting future equitable access to voluntary independent accreditation for eligible public safety organizations.

As the accreditation program matures, charitable support will help ensure that financial limitations do not become a barrier to organizations seeking independent recognition of conformity with the FRBH National Standard.
